Russia’s State Duma unanimously passed laws in their second and third readings providing temporary restrictions for people hiding outside Russia and evading the execution of punishment.
The restrictions are intended for citizens abroad who have been convicted of crimes. They also apply to people found liable for administrative offences against the security of the Russian state.
The legislation provides for 14 temporary measures. They include suspending the registration of rights to real estate in Russia, freezing and blocking funds and other property, and restricting the right to drive vehicles.
The list also includes refusing access to state and municipal services in electronic form and barring state registration as an individual entrepreneur. Administrative grounds include calls to violate Russia’s territorial integrity or impose sanctions on the country, discrediting the Armed Forces, and violations of foreign-agent legislation.
Adopting the changes will create additional conditions for implementing the principle that punishment is inevitable and for ensuring the rule of law — Vyacheslav Volodin, Chairman of the State Duma.
The provisions will take effect when the law is officially published. Describing the restrictions as already in force would therefore be premature.
